Position Information The California State University, Office of the Chancellor, is seeking an Associate University Engineer to provide engineering expertise to inform, support and improve engineering outcomes in the Capital Outlay Program. The position will provide systemwide engineering coordination and integration of energy and carbon factors into facilities planning, design, construction and operations decision-making. It will create, enhance and maintain platforms and programs to meet campus, energy, utility and infrastructure needs with low-carbon emissions solutions and provide engineering advisory services to campuses. Responsibilities Under the general direction of the Chief of Energy, Sustainability & Transportation, the Associate University Engineer will: -Provide oversight of the work of design teams (architects, engineers and professionals) who are contracted to provide services to the CSU Systemwide capital outlay program on engineering topics, green building and energy code compliance. Coordinate with Planning & Design to advise on the qualification, selection and appointment of design teams that work for CSU. Perform engineering and sustainability design reviews at Capital Planning, Design & Construction review milestones. -Administer Mechanical Review Board activities and oversee mechanical system reviews and electrical system reviews. Maintain, periodically update and disseminate Mechanical Review Board Guidelines related to Mechanical, Electrical and Plumbing systems. -Maintain and improve CPDC policies and procedures related to engineering, energy and carbon topics. -Establish, evaluate and update campus specific Energy Use Intensity targets and support related compliance with California energy code, Title 24 part 6 when projects are in detailed design and construction phases and other advanced energy code efforts. -Support campuses in Utility Master Planning. Review updates to Facility Condition Assessments (FCAs) based on completed projects. Support the Carbon Demand Manager in the development and ongoing support of an energy efficiency master enabling agreement. Incorporate cost-effective hardening of CSU facilities and infrastructure against climate impacts into Utility Master Plans and Infrastructure Capital Outlay funding criteria. -Provide engineering advisory services to campus and Chancellor's Office staff on energy code compliance, thermal comfort in the built environment, construction practices, cost and design management. -Support the optimization, implementation and dissemination of internal and external processes, model practices, data management systems and programs to reduce carbon emissions while maintaining occupant comfort through design and upgrades of new and existing facilities. -Assist with the review of proposed legislation. Prepare recommendations to executive management and Advocacy & State Relations for responses to and positions on bills. Qualifications This position requires: -Professional Engineer license in the State of California -A four-year degree in Mechanical or Electrical Engineering or related field. -Minimum 3 to 5 years work experience in Engineering and/or Design -Must have a thorough understanding of the principles of heating, ventilation and air conditioning systems, boiler and low carbon heating systems, energy efficiency techniques, electrical distribution systems, lighting systems, central plant design, energy management, control and utility distribution infrastructure systems. -High level of verbal and written communication skills. Preferred Qualifications: -Experience working in higher education facilities types that include central utility plants, high voltage electrical distribution systems and the mix of building types common to higher education. -Working knowledge of Title 24, part 6, ASHRAE standards and advanced energy design guides and green building rating systems and CalGreen. -Experience with Mechanical and Electrical Systems peer review and utility incentive program rules and procedures.
