Purpose of Classification This position is part of a career path and salary will be determined based on qualifications.
The purpose of this classification is to assist in supporting various planning functions including development application and permit review, comprehensive planning, customer service, and special projects.
Essential Functions The following duties and functions, as outlined herein, are intended to be representative of the type of tasks performed within this classification. They are not listed in any order of importance. Interprets and applies applicable City codes, ordinances, regulations, and comprehensive plan policies pertaining to zoning, land use, and site development.
Assists with the Comprehensive Plan evaluation and amendment process.
Conducts research and assists with completion of grant applications.
Writes staff reports for current planning; researches history of projects, prepares attachments, and makes recommendations for approval/denial.
Reviews development applications including historical property and project research; contributes to team reviews within the Division and as part of the Development Application Review Team (DART); prepares exhibits including maps and illustrations, prepares recommendations, writes final staff report and enters or updates project information in electronic agenda management system.
Reviews both zoning and building permit applications, enters comments and review status within electronic system, and interacts directly with applicants in responding to questions regarding procedural and application requirements, and City development standards. .
Provides information and assistance to the public or other individuals concerning City codes, land development regulations, zoning, the application process, and procedural issues; responds to complaints, researches problems, and initiates problem resolution.
Performs field surveys to review sites of specific projects, as assigned.
Schedules and participates in pre-application meetings.
Provides information and education to the community and the media; and gives presentations.
Performs as public liaison with respect to demographic, economic and other information.
Coordinates with the county on data analysis supporting population projections. Works with Geographical Information Systems (GIS) staff on updating their parcel, census and other databases.
Monitors and updates computerized project management files.
Prepares or completes various forms, reports, correspondence, project management/evaluation reports, staff reports, organizational charts, grants, or other documents.
Receives various forms, reports, correspondence, flow charts, comprehensive plan, site plans, regulations, statutes, codes, ordinances, manuals, reference materials, or other documentation; reviews, completes, processes, forwards or retains, as appropriate.
Operates a computer to enter, retrieve, review or modify data; utilizes word processing, spreadsheet, database, flow charting, project management, or other software programs.
Answers the telephone; provides information, guidance and assistance; takes and relays messages or directs calls to appropriate personnel; returns calls, as necessary.
Communicates with supervisor, employees, other divisions, other departments, City officials, government agencies, developers, consultants, the public, outside agencies, and other individuals to coordinate work activities, review status of work, exchange information, or resolve problems.
Attends evening meetings; serves on committees, as needed; and gives presentations.
Maintains a comprehensive, current knowledge of applicable laws/regulations; maintains an awareness of new trends and advances in the profession; reads professional literature; attends workshops and training sessions, as appropriate. ADDITIONAL FUNCTIONS
Operates a motor vehicle to conduct work activities.
Provides assistance or coverage to other employees, as needed.
Performs other related duties as required.
Minimum Qualifications MINIMUM QUALIFICATIONS
Bachelor's degree in Urban Planning, Geography, Architecture, Landscape Architecture, Urban Design or closely related field; and one (1) year previous work experience in planning and zoning. An internship involving focused work in planning and zoning and selective course work may substitute for the requisite work experience. Must possess and maintain a valid Florida driver's license. PREFERRED QUALIFICATIONS
Master's degree in Urban Planning, Geography, Architecture, Landscape Architecture, Urban Design or closely related field.

- Knowledge of the theories, principles, practices, and techniques of City Planning as they pertain to the design and development of urban and regional areas, planning research, and zoning matters.
- Knowledge of growth management legislation and comprehensive planning.
- Knowledge of basic statistics, algebra, geometry, and the ability to apply such knowledge in practical situations.
- Knowledge of research and program development, effective writing techniques, preparation of proposals, plans and public presentations.
- Ability to present findings and recommendations concisely and effectively, in oral and written form.
- Ability to create basic graphic designs, and renderings via sketches and/or computer graphics and basic drafting.
- Ability to review plans and apply provisions of the ordinances and codes to determine compliance with such regulations and to apply regulations to field conditions.

- Demonstrated ability to establish and maintain effective and harmonious working relationships with all persons interacted with during the performance of duties.
: Tasks require the ability to exert very moderate physical effort in light work, typically involving some combination of stooping, kneeling, crouching and crawling, and which may involve some lifting, carrying, pushing and/or pulling of objects and materials of moderate weight (20 pounds). The follow requirements must be met to advance to Planner II:
- Three (3) years of work experience in planning and zoning; or Master's degree in Urban Planning, Geography, Architecture, Landscape Architecture, Urban Design, or other closely related fields, supplemented by one (1) year of experience in planning and zoning.
- Must meet 100% of the Planner I and Planner II KSAs.
- Must have a recommendation to advance from the Department Director.
