Summary You will serve as a OPERATIONAL EXECUTION BRANCH HEAD in the UNDERSEA SYSTEM & SUSTAINMENT ENGINEERING DEPARTMENT, DIGITIAL TRANSFORMATION DIVISION of NAVUNSEAWARCENDIV KEYPORT WA. Responsibilities You will serve as the resource manager, first-line supervisor, and program manager, holding comprehensive responsibility for the programmatic oversight of assigned projects. You will provide leadership and direction for all work planned and executed by Product Owners within the Branch. You will assist with the management and leadership of the Division, providing advice and counsel to its members on business, staffing, personnel, regulatory, and ensuring technical competencies are managed by subject matter experts. You will manage aspects of Division projects and initiatives, interfacing with Customer Agents to define project requirements, deliverables, costs, and schedules, and negotiating new tasking from internal and external customers. You will create and establish general principles and policies for the agency, exercising discretion in planning, budgeting, and directing work. You will direct distribution of funds for project execution and is accountable for the overall monitoring and reporting of cost, schedule, and performance to senior management. You will coordinate Division-level efforts to address programmatic issues, provide management oversight, implement assessments, and integrate strategic efforts. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the NT-04 pay band (GS-11/12 grade level equivalency) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Applying program, project, and process management principles to oversee, evaluate, and execute complex administrative or technical operations; AND Managing, directing, or advising on Department of War (DoW)/Department of the Navy acquisition programs and processes, which includes executing requirements related to systems engineering and total life-cycle management. Additional qualification information can be found from the following Office of Personnel Management web site: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., professional, philanthropic, religious, spiritual, community, student, social).
