Austin truly has something to offer for everyone. City Government The City of Austin is a progressive, full-service municipal organization operating under the Council-Manager form of government. Austin has a 10-1 council system with an at-large Mayor and Council Members that represent ten districts. The Mayor and Council Members may serve in their respective seats for four years with a maximum of two consecutive terms.  The City Council appoints the City Manager who is the chief administrative and executive officer of the City. The City Manager is responsible for guiding and directing day-to-day operations, as well as providing strategic research, recommendations, and management leadership to the City Council on the city budget, programs, policies, and services. The City Manager implements the organization’s administrative responsibilities with a strong team of Assistant City Managers and department executives.     About This Position

    Austin Facilities Management is the leading authority for use and maintenance of City buildings. Austin Facilities Management provides building planning, management, maintenance, custodial, and security services that support reliable, efficient, and sustainable City facilities. Services include but are not limited to: General Facility Maintenance and Repair Custodial Services Security Project Management Grounds & Landscaping Life Cycle Planning and Capital Renewal Property Management Recycling & Repurposing Asbestos, Lead, and Mold Management, Mail Services, and Pest Control.

    Job Description:

    Assistant Director, Austin Facilities Management

    Purpose:

    Under minimal direction, this position assists in directing the activities and operations of Austin Facilities Management.

    Duties, Functions and Responsibilities:

    Essential duties and functions, pursuant to the Americans with Disabilities Act, may include the following. Other related duties may be assigned.
    • Assists with managing the maintenance and operations of City of Austin facilities and property, by managing multiple sections, work groups, or services areas; coordinating activities with other sections, divisions, departments or outside agencies; and providing complex administrative support to the Building Services Officer.
    • Develops, reviews and utilizes data collection and metrics to establish service and staffing levels and productivity data points for effectiveness and efficiencies of service delivery methods and procedures in daily operations.
    • Participates in the development and implementation of goals, objectives, policies and priorities for assigned service areas, programs and operations; recommends and administers policies and procedures, monitors outcomes, and recommends procedural and operational changes.
    • Develops audit practices for quality control analysis for facility infrastructure issues and needs.
    • Oversees and administers the daily operations of assigned service areas, programs and areas of operation.
    • Participates in the development and administration of Austin Facilities Management annual budget, participates in the forecast of funds needed for staffing, equipment, materials, and supplies; monitors and approves expenditures and implements adjustments.
    • Oversees the activities for safety programs for assigned divisions and workgroups and oversees the planning for safety programs and activities and ensures compliance with safety and environmental requirements.
    • Manages and provides customer service to internal and external customers and responds to and resolves difficult and sensitive citizen inquiries and complaints.
    • Assists with development and monitoring of operations and maintenance, capital budgets and responds to deviations from cost/timeline projections. Provides financial managerial reports as required.
    • Assists with development and implementation of Building Services business plans in alignment with City of Austin business and strategic plans, initiatives and objectives.


    Responsibilities - Supervisor and/or Leadership Exercised:

    Responsible for the full range of supervisory activities including selection, training, evaluation, counseling and recommendation for dismissal.

    Knowledge, Skills, and Abilities:

    Must possess required knowledge, skills, abilities, and experience and be able to explain and demonstrate, with or without reasonable accommodations, that the essential functions of the job can be performed.
    • Knowledge of municipal asset utilization and regulatory and legislative issues.
    • Knowledge of building maintenance, practices, issues, and policies.
    • Knowledge of real estate management processes, practices, issues, and policies.
    • Knowledge of safety practices and procedures.
    • Knowledge of supervisory and managerial techniques and methods.
    • Knowledge of City practices, policies, and procedures.
    • Knowledge of fiscal planning and budget preparation.
    • Knowledge of the concepts of equity, including experience in applying equity frameworks to established laws, ordinances, and long-standing practices.
    • Skill in oral and written communication.
    • Skill in handling multiple tasks and prioritizing.
    • Skill in using computers and related software.
    • Skill in data analysis and problem solving.
    • Skill in planning an organizing.
    • Ability to use an equity lens and framework to create inclusive, diverse, and safe workplaces and community programs.

    Minimum Qualifications:
    • Graduation with a Bachelor’s degree from an accredited college or university with major coursework in a related field to Business, Engineering, Architecture, Real Estate or related field, plus four (4) years of related experience in facility maintenance or management, including two (2) years of experience which were in a management capacity.
    • Graduation with a Master's Degree from an accredited college or university in Business, Engineering, Architecture, Real Estate, or related field may substitute for non-management experience up to a maximum of one (1) year.


    Licenses and Certifications Required:
    • Any required licenses or certifications.
    • Requires a valid driver license.

    The ideal candidate will bring a balanced blend of technical expertise, strategic leadership, and strong financial acumen to effectively guide facility operations. The Assistant Director of Austin Facilities Management will play a key role in prioritizing critical repairs with a focus on safety, regulatory compliance, and operational continuity. The ideal candidate will be proficient at developing funding strategies that address urgent needs while advancing long-term capital improvements, including the implementation of preventative maintenance programs and sustainable, energy-efficient-initiatives.

    The successful candidate will excel in collaboration and communication, ensuring that all services align with organizational expectations and stakeholder needs. This role requires a supportive and steady leader who can maintain operational excellence and provide clear direction during emergencies.

    Prior management experience in a large, robust city or organization is highly preferred. Advanced written and verbal communication skills are imperative for this position.

    The following core competencies are important for this role:
    • Expertise with Project Management and Custodial Teams - Ability to effectively lead project initiatives and oversee custodial operations to ensure safe, efficient, and high-quality facility services.
    • Business and Financial Acumen - Understanding of budget management, cost optimization, and long-term asset planning to create sustainable solutions for facility operations.
    • Real Estate Acumen - Understanding property acquisitions, lease negotiations, and space planning to optimize City resources.
    • Strong Facilities Management Expertise - Extensive experience managing building operations, including installation, maintenance, repairs, and upgrades. Experience overseeing critical systems such as HVAC, electrical, and plumbing, and possess a proven track record of coordinating both in-house maintenance teams and external contractors to ensure seamless operations. Familiarity with building codes and requirements.
    • Emergency Management - Experience in providing critical response to emergencies such as climate change, heat, floods, and winter storms.
    • Data-Driven Decision Making - Proficiency in technology, analytics, and performance measurement to optimize services.
    • Continuous Improvement & Innovation - Expertise in process optimization, operational excellence, and efficiency-driven strategies to enhance service delivery.
    • Cross-Functional Collaboration - Strong ability to navigate and influence city-wide operations, working seamlessly with various departments to drive enterprise-wide initiatives.
    • Leadership and Organizational Development - Proven track record of mentoring high-performing teams, fostering innovation, and building a culture of excellence.
    • Identifying Deferred Maintenance Opportunities - Ability to quickly assess the condition of the buildings, ongoing maintenance needs, and any active projects or repairs.
    • Familiarity with City bond process, including capital improvement planning.
    • Project Management Professional Certification (PMP).
    • Thinks Strategically - Enables others to better understand and implement the vision and strategy, while being the aligned forward thinker, has the ability to formulate and communicate sound business strategy, and implement in a clear and concise manner.


    • The salary range is $156,000 to $166,000 annually.
